apparently, when in the hands of the Bureau of Land Management. Since
the Wild Free-Roaming Horse and Burro Act of 1971 went into effect, over
a quarter of a million horses and burros have been removed from their
natural habitat--in fact more horse and burros are in BLM captivity than
are left in the wild.
